The challenge

As SCORE’s footprint grew, maintaining a consistent and credible digital presence across hundreds of local markets became increasingly complex.

SCORE is a nonprofit organization and resource partner of the U.S. Small Business Administration with local chapters nationwide. Powered by volunteers, each chapter plays a critical role in connecting entrepreneurs with mentorship, workshops, and business education resources.

As SCORE’s footprint grew, maintaining a consistent and credible digital presence across hundreds of local markets became increasingly complex. Chapters needed the flexibility to engage their communities authentically, while national leadership sought structure, efficiency, and brand oversight to scale effectively.

SCORE partnered with Hiper to design a centralized hyperlocal marketing approach that could support local chapters without overextending the limited HQ resources. What began as an initiative to bring structure to decentralized social media efforts evolved into a long-term partnership spanning more than nine years.

Hiper built and operated a scalable hyperlocal marketing framework that unified national oversight with local execution. Chapters gained the tools to publish relevant content and engage with their communities. As the program matured, Hiper layered in optional hyperlocal paid media campaigns and then in 2025, AI-powered search and review optimization tools, further positioning SCORE as a leader in innovative, scalable, local marketing.

A shift to client impact storytelling helped drive a 138% increase in local engagement

In FY23, we refined local monthly content calendars to focus on client-impact storytelling. Historically, local content relied on graphic-heavy branded content. To achieve this, we created a system to curate user-generated content from client and chapter accounts and transform it into short-form videos with voiceover and captions, complemented by multi-image gallery posts. Dynamic localization ensured each post was relevant to the local audience for each chapter page. This consistent cadence of success stories each month across 200+ local pages helped inspire local chapters to source and publish their own hyperlocal stories. The result was a sustainable content engine that drove stronger engagement in every community SCORE served.
